Public participation: staff explained the city’s 30‑day public comment period, CAC meetings (Feb. 11 and Feb. 25) and the public hearing. A Zoom commenter urged council to honor the CAC’s project list and avoid post‑adoption tinkering; staff said timeliness rules sometimes require reallocations to projects able to expend funds quickly and that a substantial amendment would be brought back if staff needs to move funding to a ready project.
