The Downers Grove Village Council on June 9 approved a special-use ordinance allowing construction of an accessory structure at 417 Second Street to be built before a principal structure, despite objections from one council member who said the request may conflict with the village's future land-use map.
A council member summarized the petitioner’s request and said the parcel has been vacant and landlocked for about 10 years; supporters said the special use would facilitate redevelopment. One council member said he could not support the special use because he remained unconvinced the proposal met the standard related to "use and enjoyment of adjacent properties" and said the requested use may not be compatible with the comprehensive plan’s future land-use map.
Council members also discussed a separate private easement agreement and affirmed the special-use action would not change private easement obligations. Director-level staff and councilors noted that zoning would not change with this action, and future development would still require appropriate access and zoning compliance.
The clerk called the roll after discussion. Voting as recorded at the meeting: Commissioners Tully, Sidowski Fugat, Row, Sarver, Davenport and Mayor Barnett voted in favor; Commissioner Gil Martin voted no. The motion carried, 6–1.
The council moved on to other active-agenda items after the vote.
