Select Board reviews finances; auditors issue unqualified opinion but note recurring findings

At the June 9 meeting, Middlebury finance staff reviewed the town’s fund balances and a recently completed audit. Staff said general‑fund revenues were stronger than planned, noting roughly $273,000 more from local option tax receipts than budgeted, and that overall fund balances put the town in a stable position as it plans capital work.

Finance director Nick and other staff spent substantial time walking the board through distinctions between governmental funds and enterprise funds, explaining that water and sewer operate on an accrual basis in which capital assets are capitalized and shown differently from the general fund.

On the audit, staff reported the auditors issued an unqualified (clean) opinion — the outcome the board prefers — but also included several recurring findings related to timing and reconciliations, depreciation and fixed-asset schedules, and year‑end adjustments. "It is an unqualified opinion, which is what you want to see," staff said, while also acknowledging boilerplate language and that some findings persist year to year.

Board members asked for clearer packet material in future meetings: capital‑project detail, multi‑year actuals, and fund‑balance breakouts so the board can better track large upcoming projects such as bridge and wastewater work. Staff agreed to provide additional capital project sheets and to consider bringing auditors in for a public briefing or starting a procurement process for future audits.
