Perkins read the heart of the proposal to council members and the public: "Section one: the city council of the City of Independence expresses its intent to retain ownership of the Big and Wagner estate and the Bell Mansion," and said Section Two directs the council to "explore ways to fund and support all city-owned historic sites, including a future general obligation bond issuance to adequately cover deferred maintenance needs." He framed the resolution as a response to earlier discussions and an assurance that the city would not "offload these sites willy-nilly."
Perkins said the proposal follows earlier meetings with stakeholders (including the Bell Mansion team and representatives identified as "Big and Wagner") and with council members to identify next steps. City Manager Anderson said staff will work to schedule the item for formal consideration, and Perkins estimated it could appear on a council agenda in late June or early July.
Council members voiced support and appreciation for stakeholder outreach; no public comments were recorded on this item during the study session. The council did not take formal action on the resolution at the meeting; staff were asked to return with scheduling information for a future agenda.
