County Clerk Rich Barelli presented year-to-date wage and overtime reports and May financial summaries at the June 8 Riley County Commission meeting, saying overall figures showed no "big red flags" but that some departments are tracking higher than the midyear benchmark.
"I always like to look the center calling the percent of overtime," Barelli said, noting that some departments (for example EMS) carry expected overtime in their budgets because of shift schedules. He also highlighted the county's budget stabilization reserve, reported in the meeting as $4.25 million.
Britney Phillips, Budget and Finance Officer, walked commissioners through cash-flow details across economic development, county building, CIP and sales-tax funds and said the county is spending ARPA funds more quickly than initially anticipated because much of the money is being used on the emergency management remodel. Phillips said a budget amendment will be needed for the disaster fund and that ARPA funds must be spent by the end of the calendar year.
"We are going to need to do a budget amendment for the disaster fund because obviously we are over what we originally budgeted," Phillips said. She reported the project has produced a deficit of about $603,000 that the county plans to cover from CARES reserves and CIP balances.
Phillips also reviewed economic development and sales-tax receipts, and told commissioners they should expect more detail on CIP and project-level expenditures in upcoming reports. No specific new tax or fee was proposed at the June 8 meeting.
Next steps: finance staff said they will prepare a draft budget amendment and a follow-up report on ARPA and CIP allocations for a future meeting.
