Dr. Alvarez summarized six goals: teaching and learning (goal one), healthy and safe learning environments (goal two), parent and community engagement (goal three), systems alignment and fiscal health (goal four), an equity multiplier set of activities for identified sites (goals added for Alta Vista Academy and Palomar), and a goal for learning recovery (goal six). She told the board the district's supplemental and concentration funding for next year is approximately $64 million, a figure that can change with final enrollment counts.
During trustee questions, Trustee Emerald asked for a plain‑language explanation of the "equity multiplier," and Dr. Alvarez explained it directs additional supports and funding to schools with high student mobility — specifically Alta Vista Academy and Palomar High School in the district. Emerald also pressed on counselor caseloads: Dr. Alvarez said the supplemental LCAP allocation reduces counselor ratios from 1:400 to about 1:360 for the funded positions, and that the district will continue to review staffing allocations to meet student needs.
Trustees discussed A–G completion rates used as an outcome metric (courses required for UC/CSU eligibility), English learner progress measures, graduation rates and CTE pathway completions. Dr. Alvarez said the county reviewed an earlier draft and recommended nominal changes; staff will return with any revisions on June 22 and send a finalized plan to the county by the October approval deadline.
The public hearing on the LCAP drew no speakers at the meeting; trustees and staff emphasized that multiple stakeholder touchpoints and site needs assessments inform the plan.
No action was taken on the LCAP at this meeting; it remains a first read with a scheduled follow‑up.
