The Caroline County Planning Commission voted to forward its 2025 annual report to the Maryland Department of Planning with a staff-requested change clarifying EV-charging language.
Olivia, planning staff, told commissioners the report documents county planning activities for 2025 and that “There were a total of 40 new residential building permits that were issued in the county” (unincorporated area only), up from 36 in 2024. She reminded the commission the comprehensive-plan update is underway and that a development-capacity analysis will be required in 2027.
Commission discussion focused on one edit to the housing/EV section: commissioners and staff agreed the report should say the electrical component (wiring and capacity) must be provided at build rather than requiring the actual charging station to be installed. Olivia and other staff clarified that wiring typically adds about $3,000–$4,000 to construction costs and that the requirement applies only when off-street parking is available.
Chairman Jeff Jackson moved to forward the report to the state with the EV-section wording change noted by staff; the motion was seconded and approved by voice vote.
Staff said the report will also be filed with the local legislative body and the Maryland Department of Planning, which compiles annual reports statewide to measure progress on smart-growth indicators.
