The Caroline County Planning Commission accepted the planning department’s annual review of the county’s Transfer of Development Rights (TDR) program and recommended no immediate changes to the receiving-area boundary.
Matt, planning staff, explained the department’s method: he counts new (non-replacement) building permits when calculating development capacity. He reported 32 permits counted as new for this analysis and said the receiving-area maximum theoretical buildout is 2,330 dwelling units; based on those numbers, about 23.96% of receiving-area capacity is currently developed.
Matt recommended keeping the receiving-area boundary unchanged for now and suggested any boundary modifications be considered as part of zoning-map amendments undertaken alongside the comprehensive-plan and zoning chapter updates.
A motion to accept Matt’s report was made and seconded; the commission approved the acceptance by voice vote. Commissioners asked staff to continue refining parcel-level data and to track when new lots are created so future capacity estimates better reflect on-the-ground conditions.
