Rawlins County landfill operator asks for tree-disposal limits and waiver; county hears insurance reserves report and tables Decorum Resolution

Landfill operator Corey Castens presented the Board of Commissioners with photos showing large trees recently dumped at the Rawlins County landfill and said he charged the contractor who dumped them despite an existing county resolution that currently states there is no charge for trees. Castens asked that the resolution be revised to require trees be cut into "reasonable pieces," suggesting four- or six-foot lengths. Commissioners suggested sending a letter to the contractor asking them to cut trees into smaller sections and asked County Attorney Christopher A. Rohr to prepare amended language for the resolution to be discussed at the next meeting.

Castens also said he picks up Cahoj Earthmoving's cardboard using that contractor's personal trailer and asked whether a waiver is needed to avoid county liability; County Attorney Rohr said he would draft a waiver.

In other business, Darren Booth of Theel Insurance/Freedom Claims reported that plan reserves totaled $52,184.51 as of May 14, 2026, and called the start to the year "a good start" for county reserves. Commissioner Lincoln Pochop moved to approve and sign the minutes from May 1, 2026; Commissioner Mark Mosley seconded and the motion carried. The board discussed but tabled a proposed Decorum Resolution until a future meeting. Sheriff Catlyn Wahrman said the weekly siren test will be skipped because of the Rod Run event. Commissioner Alan A. Solko moved to adjourn at 10:06 a.m.; Commissioner Lincoln Pochop seconded and the motion carried.
