Facing uncertainty in Richmond, the Caroline County Board of Supervisors voted June 9 to adopt a level‑funded school transfer for fiscal year 2026–27 and to revisit the number after the state completes its budget.
County staff presented two resolutions: one that adopted the county manager’s proposed transfer (about $19.97 million) and a second that level‑funded the school operating transfer at the FY2025–26 amount (18,936,331) so the school division would have cash flow for July and August while the state budget is finalized. The board adopted resolution two (level funding) by voice vote; the motion was made by Mr. Cely and seconded by Mr. Underwood.
Staff explained that the school division draws appropriated funds quarterly but the county must adopt an annual appropriation. The level‑funding decision gives the school division immediate spending authority on July 1 and preserves the board’s ability to amend appropriations in August after the Department of Education releases state allocations. County administrators said they will return with revised appropriation numbers and category adjustments once state allocations are available.
Separately the board adopted the capital improvement program as presented and approved related appropriations during the same meeting.
The board also scheduled a joint work session with the school board for July 29 at 6 p.m. to discuss facilities and capital priorities; staff requested all materials by July 16 so agendas can be posted.
