Thompson commission lifts order for Leblanc after cleanup progress; site remains subject to inspections

The Thompson Wetlands Commission voted to close the show‑cause hearing for VI26016 (Philip Leblanc, 795 Lighthouse Road) and lift the order to correct, subject to continued inspections by the wetlands enforcement officer.

Owner Philip Leblanc told the commission he had begun cleaning spoils from the Shiner Pond excavation, collecting broken glass and metal for proper disposal and scheduling machinery to move remaining material once conditions allow. "I've started to try and clean up a little bit of spoils as they're drying out," Leblanc said, describing his removal efforts and plans to finish stabilization with contractor help.

Commissioner Langanger, who inspected the site, reported a work‑in‑progress and said stabilization measures were in place while materials dried out. "The material that had been removed ... was observed to maintain hazardous items ... while it was drying, it's in an environment that appears to be under control," he said. Based on that inspection and the wetlands enforcement officer’s ongoing oversight, the commission voted to lift the order with the condition that Margaret Washburn continue inspections and that the commission be notified if work does not follow the agreed plan. Commissioner Corso recused himself from the discussion and vote because of recent work he performed for the Leblancs.

The commission emphasized the conditional nature of the lift: if inspections show the site is not being stabilized or work deviates from the remediation plan, the order may be reinstated and additional enforcement steps applied.
