The Town of Yarmouth Select Board voted June 9 to award wastewater Contract 6 to the apparent low bidder, closing out the set of contracts that make up the town’s phase-one wastewater project.
Jeff Colby, the town’s public works director, told the board the bids came in about $50,000 below the previous procurement and recommended awarding the final contract to the bidder listed in the meeting record as "Robert B hour." He said the contractor has a strong safety record and a history of beating schedules on prior town work, and that the town is more than halfway complete with phase one of the wastewater program.
"This was a very competitive bid climate," Colby said, adding the project team expects to bring the work to closure on time.
In the discussion that followed, board members pressed for clarity on paving schedules and restoration of Route 28. Colby said permanent pavement work for the stretch covered by Contract 6 is expected in the fall of 2028 and that some permanent patches already completed near town hall are final restorations per MassDOT requirements.
A motion to award the contract was moved and amended to include the dollar figure read into the record; the figure was reported in the meeting transcript as '19,319,22.76' (formatting in the public record is unclear). The board approved the award by voice vote.
The board also discussed continuing community updates. Colby and staff said the town will keep issuing weekly construction updates (the town’s "Fluid Facts" email) and hold public information sessions during major construction milestones. The board suggested an additional community meeting around Labor Day to update residents and businesses ahead of the busy fall construction season.
What’s next: staff will finalize the contract paperwork and post the detailed contractor schedule; the permanent paving schedule for Route 28 will be set once the contractor submits its submittals.
