Several residents used the Select Board’s June 9 public-comment and discussion periods to urge a different approach to major capital projects after voters rejected the town’s recent library proposal.
Rob Earl (SEG 143–261), a Yarmouthport resident, told the board the library proposal’s price tag — which he said was about $22 million — was “out of scale” for a town with a large retiree population and urged future projects to respect the town’s architectural character and taxpayers’ financial realities. "When looking at that number, you wonder why early on someone didn't raise their hand and say, 'Whoa,'" Earl said.
At the same meeting the board moved to disband the Madaks Utilization Committee, which a majority of members said had completed its investigatory charge. One board member opposed dissolving the committee, citing the need for continued community involvement and asking staff to propose a new advisory charge that would guide public engagement during the project's next technical and financial-study phases (SEG 1572–1779). Town staff said the immediate next step is a market-feasibility and financial study, after which the board will consider how to reconvene community input in a manner appropriate to the project's implementation stage.
Board members repeatedly referenced lessons from the library vote when discussing how future projects should be planned and presented to voters. Several members asked staff to bring back a proposed charge for a new oversight or advisory group and to place the topic on upcoming goal-setting agenda work so the board can decide expectations for community involvement before major project milestones are presented to voters.
What’s next: staff will draft a proposed charge and return to the board with a plan for community outreach and timeline for the feasibility and technical studies. Residents and advocacy groups that want to participate were encouraged to stay engaged and expect further public meetings as the project progresses.
