The Passaic County Board of County Commissioners voted to adopt on first reading bond ordinance 2026‑05, authorizing a lease agreement with the Passaic County Improvement Authority to finance Phase 2 of the 11 Marshall Street redevelopment project.
Deputy Director D'Voren Cruz moved the ordinance and Commissioner D'Vor Bartlett seconded the motion; a roll-call vote recorded support from the board and the ordinance advanced to its next legislative step. The administrator summarized the project as a consolidation of the board of social services' offices, centralization of election offices to provide more space for ballot counting and administration, a sheriff correctional hub for inmate transport and processing after the county's jail was demolished, and relocation of the county probation department.
According to the administrator, the county entered shared-service agreements in 2022 with Bergen and Hudson counties to house inmates following closure of the old Passaic County jail; males are transported to Bergen County and females to Hudson County, and the new facility at 11 Marshall Street will provide space for processing and related functions that support that arrangement.
The bond ordinance authorizes the county to enter into financing and lease-revenue arrangements with the Passaic County Improvement Authority to issue general-obligation lease revenue notes or bonds for the redevelopment. Deputy Director Cruz and Commissioners Bartlett and other members said the financing step is the start of the project. The motion on first reading carried on a recorded vote; final adoption will require a subsequent public hearing and second reading as provided by law.
During public comment earlier in the meeting, a representative of the Passaic County Building & Construction Trades Council and a resident, Brian Jackson of Patterson, expressed support for a lower threshold on the county's project labor agreement and thanked the board for past partnerships; board members acknowledged the trades' role and said the 11 Marshall Street project would be built by county trades.
