The Atwater City Citizens Oversight Committee on the evening’s agenda elected Committee member Ingram as chair and Williams as vice chair, and voted to change the committee’s regular meeting time from 6:00 p.m. to 5:30 p.m.
The appointments followed staff recommendations to open nominations and appoint one candidate to each office for terms ending Dec. 31, 2026. A motion to appoint Mr. Ingram as chair was moved and seconded and carried on a roll-call vote; Santos was recorded as absent. A separate motion to appoint Mr. Williams as vice chair likewise passed by roll call. Committee members also voted to shift the regular meeting start time to 5:30 p.m., a measure that passed by roll call vote.
The committee approved the minutes of its March 10, 2026, regular meeting by roll call vote. No public comments were received during the public-comment period; the chair read the public-comment rules, citing government code section 54954.3.
The procedural votes were brief and uncontested, and the committee moved quickly into staff reports after completing organizational business. The meeting was adjourned at 6:05 p.m.
