Director Harris, who introduced the agenda item, described the Diamond Center as a property with both a banquet hall and restaurant space and said the solicitation included a floor plan and diagram. Attorney Jenkins read the bidder into the record: “The bid is from RWC Enterprises. This presents the Slow Pitch Sports Bar and the Diamond Center Events uh venue.”
Harris summarized the financial terms that were recorded on the public record: the proposal lists a rent range of $5 to $7 per square foot, with the final amount to be negotiated with the city. Harris also said the partners project “an initial investment of 200,000 to launch the facility and ensure its long-term success.”
Officials noted the bid used a range rather than a single dollar figure. One participant referenced a stated minimum bid amount ($469) and said staff would confirm that the bidder’s offered range conforms with statutory and local minimums before any further action. No formal vote or award occurred at the June 10 session; the bid was read into the record and staff will return recommendations at the special meeting.
Only one proposal was received and documented during the session. The scheduled Friday meeting is intended for staff to present clarifications and for the commission to consider next steps, including finalizing financial terms and any necessary compliance checks.
The meeting opened and closed with promotional remarks about the Greater Gary downtown marketplace.
