The Panama City Commission unanimously adopted Ordinance 3305 on June 9, establishing the Panama City North Community Development District (CDD) for property east of John Pitts Road and north of Old Majette Tower Road.
Staff reported that SE Land Development LLC had petitioned to create the district under Chapter 190 of the Florida Statutes and recommended approval at the second and final public hearing. Petitioner counsel confirmed the amendment the commission requested — language clarifying that the city is not obligated to accept a road dedication from the district — would be acceptable and consistent with state law. The amended motion to approve the ordinance carried 5-0.
The ordinance creates and names the district, describes external boundaries, lists the district’s powers, and designates five persons to serve as the initial board of supervisors. It also includes standard severability, conflict resolution, and codification language and provides an effective date.
Next steps: the ordinance will be codified and the district’s initial board of supervisors will be appointed as provided in the ordinance.
