City staff presented four bids on June 9 for repairs to buildings damaged by the May 2024 hail storm and asked council to receive and place the bids on file.
Mr. Heaton explained staff and insurance adjusters had reviewed every city property and narrowed the repair list to about 19 buildings—mostly shingled roofs—and that the city requested two price options: standard Class 3 shingles and higher-impact Class 4 shingles. He told council Royalty Roofing was the low bidder on both packages and that the Class 4 option cost roughly $20,000 more than Class 3 in aggregate.
Finance committee members said they preferred Class 4 despite the higher initial cost because of better long-term performance and potential premium reductions from insurers. "It's only about a $20,000 difference between the class 3 and class 4," a committee representative said, adding that over time the Class 4 option "will more than compensate for that." Council received the bids and adopted Resolution 2026-071 to place the bids on file for subsequent action.
Staff said any unspent insurance proceeds would be saved for future storm damage needs; the council recorded unanimous support for placing the bids on file.
