Hankley showed screenshots of a public portal where users can view available programs without logging in and described a 'My Applications' dashboard for registered users to monitor requests in progress. Portal features highlighted included a budget page showing how much of a grant has been spent, a task checklist for required submissions, a document library, a contract view with digital signature support and an audit trail that records user actions.
On access and account setup, staff said applicants should create a business account through the state's MyMassGov system and that the portal supports a consultant role that can be added to a principal applicant’s workspace. Hankley said the system was tested for accessibility and supports screen readers and up to 400% zoom; the portal team is planning browser‑based translation plugins and downloadable forms in multiple languages.
Council members asked whether the portal would cover certain program types (for example, intervention support for public‑utility proceedings); staff replied coverage depends on the scope of each grant opportunity but encouraged applicants to check the portal for current solicitation details. Hankley said the system can save drafts, and staff are working to release a function to download a partially completed application or a blank form (the transcript notes the team aims to make that available by the next Monday).
Hankley said the portal will send automatic notifications for key status changes (submission received, evaluation updates, approvals or rejections) and that the team plans to expand notification features over time. Document retention was described as seven years after the last payment, consistent with the state guidance staff cited.
