Attica City Council voted unanimously to rezone parcels on the west side of Perry Street and to expand an existing residential development plan from 18 to 20 units.
The petitioner asked the council to rezone two parcels formerly zoned industrial to R3, to rezone adjacent suburban parcels to R3 and to extend the residential development plan to permit up to 20 units. "We're going to build it out so that it can eventually be turned over where each one will have a meter," a petitioner said during the hearing, describing plans for new water and sewer infrastructure and individual metering for each unit.
Council members questioned utilities and billing arrangements. City staff confirmed the build‑out will include new sewer and water lines and that units would ultimately be individually metered and billed by the city. Council members noted the change would make trash pickup and utility billing administratively simpler once meters are transferred to individual residents.
The petitioner and staff discussed project cost. A council member asked for a price estimate; the petitioner suggested the project could run in the low millions (the petitioner described figures “pushing three to four [million]”). The council did not take specific budgetary action other than approving the rezoning.
Council members signed the requisite documents following the motion and vote. The decision was limited to zoning; as the mayor noted on the record, the council’s action was a yes/no rezoning decision and did not create conditional operational restrictions — those would fall to the board of zoning appeals if later requested.
The rezoning motion passed unanimously. The council set no additional conditions on the rezoning during the meeting; staff will proceed with the usual administrative steps for mapping and permitting.
The council continued with other business; the hearing on a separate school‑property zoning petition was continued to July 14 for further public comment and review.
