City officials told the council that Attica will migrate to new financial and utility software with a July 20 go‑live date and that a final data extraction on July 13 will require meter reads earlier in the month. That timing will result in one July bill that covers an extra week of usage for many customers.
Clerk Joan explained the city has been converting records since last August and said the transition will improve paperless billing and online account access. "We're going live on the new software July 20th," she said, and warned that staff will not be able to make updates during the extraction period and that manual transactions between July 13 and July 20 will require later input.
Because of the conversion complexities, staff recommended postponing a plan to issue sewer credits on an individual basis this summer and moving that implementation to next year. Council members expressed concern about a small number of customers who sit on the margin of the minimum bill and could be pushed above the minimum by the extra week; staff said they will seek targeted adjustments for affected accounts rather than estimating bills broadly.
The council did not vote on an immediate change but asked staff to return with specifics and to consider ways to avoid unfair charges for customers affected by the timing shift.
