City Manager Mr. Blandon briefed council on Senate Bill 1047 and presented concerns circulated by the League of Municipalities, saying the bill could limit local zoning authority, expand vested rights, impose unfunded mandates, and enable automatic approvals where the municipality does not respond within a statutory period.
Miss Harris moved and Mr. Meadows seconded a motion directing staff to finalize a resolution that outlines the city's concerns and to share it with the local delegation as the bill continues to be debated in Raleigh. The motion passed by voice vote.
Blandon said he will bring a finalized draft resolution back to council for review and that the League of Municipalities is monitoring the bill. Council did not adopt language at the meeting beyond directing staff to finalize and distribute the resolution.
