Planning commission pressing for clearer coordination, tougher code enforcement and review of impact fees

Planning commissioners and councilmembers spent a portion of the April 25 workshop discussing how the two bodies interact when land-use items come to council. Planning Commission member David Simpson urged more respect for the commission's process and said he wanted council to receive findings and a sense of the hours and testimony that informed a recommendation before acting: "We had discussed it for hours," Simpson said of one impact-fee review.

Commissioners said some topics (impact fees, ADU code changes) stem from state mandates and require careful formula work; they requested that the council ask applicants to bring the technical experts when large numbers or formulas are central to a decision. Several councilmembers and commissioners also discussed updating code-enforcement language to provide more effective penalties and to consider moving away from a purely complaint-driven enforcement model for certain issues (e.g., conditional-use permit compliance, obvious safety hazards).

Staff described that some enforcement must remain complaint-driven given limited staffing levels but noted the city is revising progressive fee schedules so penalties rise the longer a problem remains uncorrected. Council did not adopt any code changes at the workshop but asked staff and the commission to continue work and to bring draft code amendments and proposed enforcement fee schedules to future meetings.
