A representative from the South Georgia Regional Commission said the county and city have begun a joint update to their comprehensive plan and urged Miller County residents and officials to participate in the process.
The presenter, who asked commissioners to call him "Kouble," said the update will include a steering committee, a public survey and measurable, actionable goals. He told the board the updated plan must be adopted by June 30, 2027, to preserve eligibility for certain state and federal grant programs.
"If you don't update your comprehensive plan or you allow your comprehensive plan to expire, that means you're going to be on a bad list," Kouble said, adding that losing that status could delay or halt funding for projects the county expects to receive. He described components to be reviewed, including land-use, community facilities, transportation and a broadband element, and said the process will include a short-term program listing projects expected to be implemented within five years.
Commissioners agreed to make paper copies of the survey available at the county office, to post a QR code and link on the county Facebook page, and to encourage distribution through community organizations and churches. Staff said the steering committee will be formed in coordination with the county manager and that the regional commission will work with local stakeholders to identify and prioritize needs and funding opportunities.
The board asked staff to provide the commission with relevant projects the county has already approved or proposed so those items can be included in the comprehensive plan's implementation program. The regional commission representative said the designation of a "plan for a community" can improve grant competitiveness by adding scoring points to applications.
The board did not take further action at the meeting and staff will provide steering-committee names and links to the public survey as the process continues.
