Others argued that the typical in-year model (a few short sessions per student) rarely produces sustained swimming proficiency and that immersive summer programs or community partnerships (for example, with local aquatics clubs or Boys & Girls Club) might produce better learning outcomes at lower recurring cost, though transportation and reach were noted obstacles.
Administrators described past program structure: earlier iterations provided multiple sessions per student, but increased enrollment constrained in-year exposure. Staff also described alternative hybrid approaches such as offering district-funded summer immersion (with meals and educational activities) or subsidized community programs paired with targeted transportation; board members asked staff to continue researching options and agreed that, if necessary, a teacher hire could be added later in the year when funding (such as the Ready-to-Learn allocation) is clearer.
