District monitoring: learning-environment metrics largely met; restorative-practice participation lags

District staff presented operational monitoring reports on the learning environment (OE5) and student discipline (OE12) at the June 4 meeting.

Nicole Sherban, director of student support, said the district met several OE5 indicators: 93% of staff agreed that academic standards are clearly defined. However, some student-survey indicators narrowly missed targets: 84% of elementary students said teachers make learning interesting (target 85%), and a combined middle/high item on connecting learning to careers and relevance registered 72% and 76% in separate questions where the target was 85%. Sherban flagged survey wording and disaggregation problems—responses for grades 6–12 are not currently separated into middle and high school—and recommended rewording and better disaggregation for future cycles.

On discipline (OE12), Sherban reported overall compliance (87.5% across indicators) with seven of eight indicators met. The exception was restorative-practice participation for students who reported bullying: the composite participation rate was 69.5%, below the 80% goal. Sherban and board members discussed that students sometimes do not report bullying (52% report it despite 79% saying they feel safe reporting) and may not recognize restorative responses when they occur. The district cited monthly data-review processes that disaggregate referrals by student subgroup and noted a rise in restorative resolutions and student-success-center interventions that have reduced out-of-school suspensions and expulsions.

The board approved both monitoring reports on the consent agenda and asked staff to improve survey question wording and produce trend visuals for future meetings.
