Administrator Kelly told the council that Judge Aldo Russo of the New Jersey Superior Court has entered a consent order finding that Glen Ridge is in compliance with its fourth-round affordable-housing obligations and that the borough’s housing element and fair-share plan meet the court’s requirements.
According to the administrator’s presentation, the consent order confers repose to Glen Ridge until 2035, meaning the borough is entitled to a period in which developers’ ability to pursue builder-remedy litigation is reduced while the repose is in effect. Administrator Kelly thanked planning staff, including Eric Deline, for more than 18 months of work leading to the compliance finding.
Council members and staff did not record public comment on the matter during the meeting. The administration indicated that the determination will be incorporated into the borough’s planning and legal records and that staff will continue to monitor any related compliance milestones.
