RSU 40 committee forwards device‑use policy after debate over timing, pouches and parental access

The RSU 40 Policy Committee voted unanimously to forward JNDB‑R, the draft rules governing school‑issued and privately owned personal electronic devices, to the full board for first reading after an extended implementation discussion.

Central to the discussion was where the device prohibition should take effect. Committee members and staff agreed that the phrase "before the start of the school day" in the current draft is ambiguous across grade levels; many members recommended using the clearer trigger "entering the building" so schools have a definite enforcement point. Staff and administrators said building administrators will still need discretion for grade‑specific implementation.

Members also reviewed possible operational solutions, including vendor pouch systems. In the meeting, a vendor price of $25.50 per pouch was cited and staff gave a rough first‑year implementation estimate of about $18,000; staff said state aid intended to offset initial costs was discussed in the meeting (described there as roughly $3,700). Committee members stressed those figures were preliminary and would require confirmation. The committee agreed that the law requires students' devices to be off during school time, but that purchasing pouches is a separate board decision and not mandated by statute.

The draft policy keeps a structured exceptions process: documented medical needs, IEP/504 accommodations and language‑support reasons can allow device use for specified educational or medical purposes, with the director of technology or building administrators reviewing requests and compliance. Staff emphasized the need for narrow, documented bases for exceptions to avoid excessive or inappropriate accommodations.

Privacy and access also drew significant attention. Members discussed whether parents may request login credentials and whether students could be compelled to unlock devices; the committee moved toward language allowing parents/guardians to request a review of school‑owned accounts or devices under district procedures, while retaining administrative safeguards to protect students and system security.

A motion to send the amended JNDB‑R to the full board for first reading passed by voice vote, 7–0. Committee members asked staff to return in November with early implementation feedback if the board and schools move forward with the policy.
