Connecticut SAC approves officer nominations, debates website registration and public‑access procedures

The Connecticut State Advisory Council for Special Education on May 20 approved nominations for two executive positions and discussed changes to operational procedures and how the public accesses Council meetings.

Missy Wrigley, chair and parent member of the council, opened the meeting and framed a draft operational procedures manual the executive team plans to finalize before a July retreat. “My goal… is that we will have a finalized operational procedures manual for our retreat in July,” Wrigley said, asking members to submit suggested edits promptly.

Council staff and partners discussed logistics the manual will cover, including a travel‑reimbursement procedure for family members and students who attend in person and clarified public‑comment procedures. Christine Kuehlewind of the State Education Resource Center (SERC) said the group will streamline registration for members and staff, aiming to create a single, familiar link for internal use next year.

State Department of Education (CSDE) representative Bryan Klimkiewicz told members the Council does not require the general public to register to attend and that access is already available via a posted phone number and by contacting staff for a virtual link. “Our public can participate in State Advisory Council meetings. We've always posted the information publicly online with a phone number to access the meeting, as well as contacting us for a link virtually,” Klimkiewicz said, adding staff will work to publicize access points more widely.

Members emphasized balancing open access with protections against disruptions. Wrigley said invitations will note that meeting links are not to be shared and that guests should be routed through designated staff to preserve meeting integrity.

On governance, the nominating committee put forward Jennifer Lussier for Secretary and Brendolyn Williams for Vice Chair; both nominations were seconded and accepted by voice. The Chair slot had no confirmed candidate and the council agreed to table that nomination for later consideration. The membership committee reported several vacancies and presented candidates for open seats; the council moved and approved student and teacher candidates during the meeting.

The council also set a tentative July 22 date for a summer retreat (in person, with hybrid option) and circulated proposed meeting dates for the 2026–27 cycle. Members were asked to confirm availability and to watch for calendar invitations.

The meeting adjourned after routine business and committee updates. The council plans to publish the finalized operational procedures and retreat agenda after consolidating member input.
