The City of Fulshear Economic Development Corporation on June 8 reviewed a slate of capital-improvement requests aimed at improving downtown drainage and unlocking commercial development, but the board deferred any formal pledge until staff returns with more specific budget language.
Staff said the three construction-ready projects under consideration carry EDC funding requests that total roughly $2.848 million: a gravity line improvement (EDC ask noted as $900,000), 4th Street drainage improvements (transcript figure $850,680) and downtown tributary drainage improvements (transcript phrasing around $1.098 million). Hayden, the city manager, told the board the tributary and 4th Street projects “play a part in our existing investment in downtown” and that the downtown pieces would plug into work already under way on Harris Street.
Matthew, the staff member providing project updates, said work on the Harris Street project has moved forward and that the contractual clock for that job began with a notice to proceed on June 8. Board members repeatedly described the downtown tributary as the project most likely to “unlock” additional development once completed.
Board members discussed whether to divide funding with the Type B EDC — historically a 50/50 split — and how the May sales-tax reallocation (which reduced the Type A corporation’s share of local sales tax collections) might change the fair split going forward. One director urged a one‑third / two‑thirds split compared with the past 50/50 practice because the Type A corporation will receive a smaller share under the new allocation.
Staff cautioned that the board must declare specific projects and amounts to meet legal and budgetary requirements; that specificity, staff said, makes it easier for legal approvals and for proper accounting. No motion was made. Staff said it will return next month with final FY27 budget drafts, a finalized Administrative Services Agreement and legal clarification on whether the board needs to formally declare projects now or may do so as part of the adopted budget.
What’s next: staff will present final budget documents and legal guidance at the July meeting; the board did not commit funds at the June meeting.
