Nampa council adopts resolution to address open-meeting concerns, postpones chief-of-staff item to June 15

The Nampa City Council voted to adopt a resolution described by the president as intended to 'preemptively cure potential violations of deliberations as defined under Idaho open meeting law.' Council members said the city has complied with public-record requests related to the mayoral appointment and that coordination emails and completed candidate questionnaires would be placed on the public record.

The resolution was presented on screen and read by staff; after discussion, President Bills moved to approve the resolution as presented and the clerk recorded an affirmative roll-call vote by the members present. Council directed the clerk and IT to make copies of the materials available to those in the room and to the public online.

Separately, councilmembers agreed that item 13 on the agenda—changes to the chief-of-staff responsibilities—needed further review and documentation. The council moved to postpone that item to a noticed special meeting at 4:00 p.m. on June 15 to allow additional time for staff to assemble materials and for council to review the proposed modifications.

The council framed the resolution and the postponement as steps to preserve transparency and to ensure the council’s decisions are made in compliance with Idaho’s open meeting rules. The clerk will add the resolution to the official agenda materials and publish the related records.
