Council weighs formal criteria for evaluating historic city property acquisitions

Council member Corey presented a proposed set of criteria the council could use when considering whether to acquire and preserve city‑owned properties for historic significance. The draft lists factors including historical value, architectural significance, community identity, property rights, economic feasibility, public safety, urban design goals and long‑term community functionality.

Corey framed the draft as an explanatory guide for the public and the council — not a rewrite of the historic preservation ordinance — and requested staff review and coordination with the Historic Preservation Board and Planning & Zoning. Several council members supported memorializing evaluation factors and asked staff to incorporate suggested edits (for example, to broaden language about community vitality beyond downtown) and to provide guidance so the Planning & Zoning and Historic Preservation bodies can act consistently when properties or grant opportunities arise.

Council did not vote to adopt the language as a final policy at the meeting; members asked staff to return with modifications and recommended coordination with community development.
