On June 4 the Johnson City Commission conducted the first reading of Ordinance 4943-26, an application to rezone approximately 9.52 acres at 1170 West Mountain View Road from R3 to R4 to enable a proposed 120‑unit townhome development.
Planning division staff planner Heath Martin said the concept plan meets R4 standards, would provide 259 parking spaces and include a dog park and playground. The proposal yields about 12.6 units per acre (under the district maximum of 14) and staff reported water and sewer service availability and adequate school capacity. A traffic study suggested minor intersection impacts and recommended a stop sign/right‑turn lane and a deceleration lane serving the development; separate state roadwork nearby may reduce current delays at key intersections, staff said.
Several commissioners expressed concern about the effect of increasing density in an already intense area, noting ongoing infrastructure needs on West Mountain View Road and potential construction disruption tied to planned projects. Commissioner Fowler said she could not support changing zoning to allow twice the number of dwellings that currently could be built under R3. The motion on first reading carried 3–2 (Commissioner Fowler and Vice Mayor Brock recorded no votes), moving the ordinance to subsequent readings and public hearing steps required by the zoning process.
Next steps: The ordinance will return for further readings. Staff and the applicant are expected to respond to commissioner questions about traffic mitigation, phasing and infrastructure timing before final action.
