The Lorain County Board of Commissioners voted June 5 to approve standard-form waivers for four solid-waste haulers — Rumpky of Northern Ohio, Kimble Recycling and Disposal, Waste Management of Ohio and Pete & Pink Container Service — effective retroactive to Jan. 1, 2026, through Dec. 31, 2027.
Supporters from several municipalities and hauler companies told the board that the waiver program enables multiple companies to bid in the county, which created competition and reduced residential rates compared with prior monopoly pricing. Kimble Recycling’s owner, Keith Kimble, said short waiver durations create uncertainty for haulers that invest in facilities and vehicles.
Board members debated timing: one commissioner said the county’s host agreement with the landfill operator (Republic) had expired in December and was being honored administratively but not formally executed, arguing it was poor timing to issue waivers while those negotiations were pending. That commissioner urged continuing the matter to Jan. 1, 2027 to allow contract negotiations to complete. Other commissioners said the waivers had been honored since January and continuing them was necessary to protect competition and customer rates.
Vote and outcome: the board approved the waivers by a 2–1 vote; the dissenting commissioner cited concerns about dollars leaving the county and the need to ensure the landfill’s economic viability.
Next steps: commissioners said they will continue host-agreement negotiations with the landfill operator and review the waivers’ fiscal effects as part of ongoing oversight.
