City planner Levi Roberts summarized staff review: the proposed lots meet the minimum lot size and frontage requirements (minimum 12,000 square feet, average about 14,000 square feet), required street‑section widths were discussed, and utilities and stormwater issues will be resolved at final plat. He noted the irrigation company has acknowledged canal impacts but final approval and easement dedication are required.
Commission discussion centered on transportation connectivity. Staff and commissioners debated whether a proposed east‑west collector shown in the master plan (3650 South) should be realigned or offset slightly to allow the developer to build a full road rather than a half‑road, and whether a north–south connection to the property to the south should be required. "Connectivity is a big issue," a commissioner said, and staff recommended the transportation master‑plan update consider broader connectivity questions.
Staff recommended approval with conditions including final engineering approval of street, stormwater and utility designs; irrigation easements to be dedicated where required; and updated water/sewer modeling with costs borne by the developer. Commissioner Claire moved approval with staff recommendations and the motion carried.
