The Central Virginia Transportation Authority on June 5 approved an amended project agreement that combines two related Port of Virginia projects administered by VOTE and returns $1 million from a preliminary engineering (PE) line back to the regional fund.
Chad, the authority’s executive director, told the board the two projects originated in separate funding rounds: an earlier PE award of $2 million and a later $8.4 million construction award for the Port of Virginia gateway interchange and streetscape improvements. Staff recommended revising the executed CBTA‑24 agreement to reflect the combined scope and reducing the PE allocation to $1 million because updated estimates and the combined approach reduce the need for the original amount.
Board members discussed whether to renumber the combined scope as project 24 or as project 50 to preserve historical clarity; staff said the recommendation was to keep the fully executed agreement number (24) and amend the description to encompass the full project for administrative efficiency.
A motion to approve the amended agreement and accept the $1 million back into the regional balance passed on a roll‑call vote. Members who recorded affirmative votes included jurisdictional representatives present during roll call; the chair confirmed the motion passed and the amendment will be finalized administratively.
The action is intended to streamline invoicing and reimbursements between VOTE, the Port of Virginia projects, and CVTA by placing related work under a single project agreement. Staff said documentation reflecting the changed funding and scope will be circulated to members following execution.
Next steps: staff will complete the clerical changes to the agreement and process the returned funds as a balance entry to the regional pot.
