Council approves second reading to amend operating budget for festival costs and unexpected repairs

The Lancaster City Council approved the second reading of an ordinance amending the city’s operating budget to reflect several carryovers and unplanned expenses. Staff described increases to a carryover line (from about $273,000 to $364,000) to cover additional festival production/backline costs, a $31,000 increase to special-project events funding (to about $114,000) to cover performer fees, and approximately $10,000 for a pump repair plus about $6,000 for a panel tied to a water-valve project.

Staff said the identified revenue sources include general revenue and the hospitality reserve fund, which the city set aside for events in prior years. Council members asked clarifying questions about the repairs and the contractor selection; staff said the work was done to avoid delays and explained prior arrangements with the selected contractor.

Council approved the ordinance on a recorded roll-call vote with all members voting yes. The funding adjustments take effect per the ordinance and will be reflected in the city’s fiscal records; staff said larger midyear adjustments would follow city finance procedures.
