The Lancaster City Council approved first readings for two annexation ordinances affecting residential development and utility service.
Ordinance 2405 concerns a 0.564-acre parcel at 734 Brooklyn Avenue where water service had been disconnected Feb. 28, 2023; the property owner seeks annexation to restore utility service and to allow single-family residential use. Staff told the council the property had been without service for about a year and that annexation would trigger the applicable utility-agreement and annexation procedures. Council approved the first reading on roll call.
Ordinance 24-6 covers roughly 2.98 acres in the vicinity of 171 EV Drive (adjacent to 1967 EV Drive). The applicant (recorded in the transcript as "Mr St") said he plans to subdivide the parcel into up to three lots for single-family homes. Council and staff discussed zoning-density equivalencies with county classifications, the fire department’s roughly 1.5-mile engine coverage for the area, and coordination via mutual-aid agreements for police and fire services. Council members said the annexation could help bring investment and more housing to the area but asked staff to confirm service impacts and lot-count calculations. After discussion the council approved the first reading on roll call.
Both items were approved on first reading; staff will continue coordination with county partners and the fire department on service coverage and subdivision details before final approvals.
