Melissa explained that wetland delineations changed over time, that a garden and debris found within the wetland during a past review complicated boundary interpretations, and that survey markers and old flags can produce confusion for homeowners attempting to map buffer lines.
To resolve the matter without imposing significant additional expense on the homeowner, staff proposed using the existing split-rail fence as the practical limit of work and to treat the area behind that fence as the landowner's responsibility to restore or allow to revert naturally. The homeowner agreed to the approach and to remove trellises and gardening structures in the area. Commissioners asked Melissa to conduct one final site visit to confirm conditions before the commission issues a Certificate of Compliance.
The commission did not issue the COC immediately; it will schedule a staff site visit and, pending confirmation that conditions are met, issue the compliance certificate to the homeowner.
