Council appoints Patricia Healey to labor-designated seat on Northampton Housing Authority; legal nomination question raised

The Northampton City Council approved the mayoral appointment of Patricia "Patty" Healey to the labor-designated seat on the Northampton Housing Authority, following a divided committee recommendation and discussion about statutory nomination procedures.

Supporters said Healey, a retired nurse and longtime labor activist, has led the authority through a recent executive transition and represented residents well. "She's a strong record of public service," a council member said, recounting Healey's interim appointment and work with commissioners during the executive director's departure.

Councillor Stratton raised a technical legal concern: state law requires the designated union or nominating body to provide a list of at least two but not more than five candidates for a labor-designated appointment. According to that councillor, the labor federation submitted only one name this round. The mayor responded that the administration had repeatedly shared the statutory requirement with the federation and that only one name was returned.

Motion to approve Patty Healey was made by Councillor Nabad and seconded by Councillor Cleur. The roll-call vote recorded seven yes votes and one abstention (Councillor Stratton); the appointment passed.

Next steps: Healey will serve in the labor-designated mayoral seat on the Housing Authority. Council members requested clearer compliance with nomination requirements going forward.
