Harris County human-resources leaders updated the board on staffing and personnel policy changes during the June 4 committee meeting.
Miss Carlile reported strong staffing numbers heading into summer: district teaching positions were about 99.1% filled, with one special-education posting still active; classified positions were reported around 96.3% when the packet was printed. She described ongoing recruiting and an extensive training calendar and previewed new-teacher orientation scheduled for July 29–31.
Miss Carlile also described a pilot of the "Elevate" teacher-evaluation model (growth-focused coaching cycles) in three volunteer schools and said implementation support is scheduled through the coming school year.
On policy, district staff presented two state-driven changes. Miss Seahha briefed the board on a policy revision tied to Georgia code 20-2-850 that raises employee personal days from three to five; the revision will sit for the required 30-day review and come back in July. Staff also presented a new maternal birth leave policy required by Georgia code 45-20-17 that provides an employer-paid 120-hour (15-day) maternal leave to be taken within 15 days of birth; that leave is in addition to the district's paid parental leave (240 hours). Miss Seahha said the maternal-birth-leave law takes effect July 1 and the policy will be presented for adoption after the statutory waiting period.
Board members asked clarifying questions about accrual, whether the leave is charged to sick or other balances, and fiscal impacts; staff said the 15 days are separate and paid by the district (no state reimbursement), and accrual rules remain unchanged for other sick/personal balances.
