The Boone County Area Plan Commission opened public bids for permitting software on June 3, reading a list of 22 proposals received by the application deadline. Nicole Shell, the commission’s executive director, said the submissions were logged by receipt date and that no evaluation, ranking or selection would take place during the bid opening.
Shell listed vendors and receipt dates, including Concourse Tech Inc., OpenGov, BSN Software, Tyler Technologies, CitizenServe and others, and told the commission the submissions complied with the RFP requirements. She said four proposals were submitted both electronically and physically and the remainder electronically.
Shell asked the commission to take the proposals under advisement and to form a selection committee to review them; she named herself, Ashley, Kirby and Jay as committee members and requested one additional APC member. One commissioner volunteered to serve. A motion to take the bids under advisement for committee review was moved, seconded and approved by voice vote.
The APC did not discuss pricing or score any proposals at the meeting. Shell said technical review, ranking and any procurement decisions will occur later through the selection committee and in accordance with county procurement rules.
