The Instructions Advisory Board heard a director 27s report on June 5 about program finances and operations, and was told the county faces uncertainty over state Department of Corrections (DOC) grant awards that fund several positions.
The chair (the board 27s presiding speaker) reported the program had $163,712.15 in project income as of the end of May and identified roughly $35,000 for the Community Transition Program (CTP). "So far on drug screens, this year we've done 1,336 drug screens on clients. Out of that, only 172 have been positive," the chair said, citing program monitoring activity. The speaker also said, "So far this year, we've saved the county $162,960," describing that figure as the program 27s estimated jail-cost avoidance from supervised alternatives.
Board members heard a breakdown of caseloads: 22 people on home detention, 10 wellness court participants, one on work release, two on CTP and five on pre-trial home detention. The chair said most pre-trial assessments (127 reported this year) were completed by two case managers and the speaker.
The chair relayed that the DOC grant, which helps cover several staff salaries, has been calculated at the state level and is awaiting higher-level review; staff expect the award notification in late June or early July. "We are expecting significant cuts across the state," the chair said. That timeline matters because county staff must submit budget requests by an early July deadline and want the DOC award amount before finalizing county funding needs.
The report described how project income is used: it covers operating costs and insurance and helps fill gaps the DOC grant does not cover. The chair clarified that some DOC-funded positions (including a probation officer role explicitly identified in the report as Eric Atkins 27) are not paid from county general funds.
The chair also described the county 27s electronic monitoring program as effective, recounting a recent instance in which the sheriff and chief deputy used GPS data from ankle monitors to locate an individual who had left for a funeral and did not return as required.
The board approved the March 6, 2026 minutes by voice vote (motion moved by Mike and seconded by Tony). Members set remaining 2026 meeting dates and adjourned. The board will revisit budget allocations after the DOC sends final award notices and when staff have incorporated that information into the county 27s budget submission.
