The Keokuk City Council approved several measures on routine and finance items during its June meeting.
Bridge tolls: On third and final reading council adopted an ordinance raising the railroad bridge toll from $37 to $70 per rail car to better cover operating costs; staff said the railroad was informed and further capital discussions can continue.
Short-term borrowing: Council approved a resolution to issue general obligation capital loan notes (approximately $1,025,000) to cover short-term capital needs (police/fire equipment, demolition/housing-related funds, software conversion). Tim Oswald of Piper Sandler said two banks bid and recommended Zion's National Bank at roughly 3.84% interest for a quick-payoff structure timed to use local option sales-tax property-tax-relief receipts to offset debt service.
Contracts and purchases: Council awarded the Oakland Cemetery retaining-wall replacement contract to McClure Masonry (Burlington), authorized purchase of two secondary digester circulation pumps for the water resource recovery facility, and accepted Brockway Mechanical's low bid for the animal shelter roof replacement. Each item was approved after routine staff presentations and roll-call or voice votes.
Staff reports: Council heard that a traffic signal at 14th and Maine was damaged and repair parts are expected next week; a main sewer line to the plant is obstructed and further work (additional manholes and possible bypassing) will be evaluated; and city attorney James Dennis submitted notice of retirement effective end of June.
