The Urban Advisory Committee on May 22 formed a subcommittee to review an initial interlocal agreement (ILA) with KPUD that would establish near-term studies and frame longer-term coordination on water transfers and intertie construction.
Committee members said the ILA is intended to initiate engineering and operational studies and that any substantive commitments (cost shares, long-term transfers) would be addressed in amendments or follow-on agreements. One member described the ILA as an engineering-start document: "This is engineering work," and said details about financial participation would be worked out when amendments are drafted.
Members discussed timing: staff said monitoring and study work will continue over the summer and that operational intertie construction would be earliest next year. The UAC recommended a subcommittee meet once before the next full UAC meeting to review the draft amendment language and consider what technical studies and financing terms should be included.
The subcommittee will be asked to report back with recommendations to the UAC prior to any ILA amendment being finalized and to flag key elements such as study scope, financial participation, and operational precedent-setting language.
Next steps: volunteers will convene a meeting before the next UAC; staff will prepare the draft amendment language for subcommittee review.
