Lancaster City Council approved a package of land-use measures including the second reading of Ordinance 24-08 to rezone about 8.42 acres near Oakley Drive for a multifamily development called Montrose Court and second readings of annexation ordinances 24-09 and 24-10 to bring roughly 110.567 acres and a separate 7.01-acre parcel into the city for single-family residential development.
Mister Huggins (speaker 10), the city planner/development representative, described Montrose Court as three three-story multifamily buildings with one- to three-bedroom units and a community center. He said the developer intends to pursue low-income housing tax credits. "The request for the rezoning is to build Montrose Court," Mister Huggins said, noting the site sits behind Joe Marsh Family Restaurant and would be served by existing and planned access points.
Councilors expressed concern about traffic, ingress/egress and the fact that rezoning to a multifamily district permits a range of future uses. One councilor noted Oakley Drive functions as a private road that feeds into the proposed development and urged improvements to signage and access controls.
Wes Bolland (speaker 9), civil engineer for the project, said a cross-access agreement and planned access points to Willow Drive and the bypass would manage traffic flow; he said additional signage and restricted access configurations would be studied during final design.
The council voted by roll call to approve the second reading of Ordinance 24-08. Council then considered two annexation ordinances (24-09 and 24-10) presented by Mister Huggins; those items — which cover parcels adjacent to Rucker Middle School and additional contiguous property to facilitate a 321-lot single-family subdivision by 4 Star Group — were also approved on second reading after discussion of contiguity and access.
Councilors recorded their votes by roll call; recorded votes were yes by Council members Harris, Jones, Sowell and Mayor Deveney.
