Dolores County commissioners approved an updated ADA demand-response compliance plan for the county's Senior Services program and signed the document during the special meeting.
The plan, presented by a Senior Services staff member, revises the county's prior ADA/paratransit policy into a demand-response compliance plan and adds items identified during a Colorado Department of Transportation (CDOT) site visit and templates supplied by a CDOT-hired consultant. "It's basically what we've always had with some additions to it," the Senior Services staff member said, explaining the updates.
The presentation emphasized a reasonable-modification policy that clarifies how the program will make accommodations for riders with disabilities while maintaining service integrity. Commissioners praised staff for their handling of accommodations and described only isolated cases where exclusion from the program was considered as a last resort.
A commissioner moved to approve the plan; the motion was seconded and carried unanimously. The board asked staff to sign the plan and proceed with implementation; no further substantive conditions were attached.
The signed plan addresses items raised in the CDOT review and is intended to align Senior Services practices with federal and state expectations for demand-response transportation. Staff stated CDOT review had found the plan 'solid.
The meeting record shows the approval was completed without objection and the plan was signed; staff will implement the revisions and monitor compliance going forward.
