Dolores County approves three-year Sidwell contract for mapping and website services

Dolores County commissioners voted to approve a three-year contract with Sidwell to update the county's mapping layers and website services.

County staff described the contract as including mapping updates, website content migration and additional services. Staff and commissioners discussed implementation timing (staff estimated the migration and site updates could be completed in four to six weeks) and customer-service experience based on other small counties that have transitioned to the vendor.

Commissioners raised a specific concern about the contract's termination provision: while the county can terminate, the county could still be responsible for remaining payments for years two and three. A commissioner noted the contract carries a three-year term and that the first-year cost is substantially higher than subsequent years. Staff identified the first-year amount as $21,535 and said the second- and third-year amounts would be roughly $11,000 and $14,000, respectively. One commissioner urged that the county budget as if the later-year payments might be required if the board terminated the contract.

After discussion, a motion to approve the Sidwell contract was made, seconded and passed by unanimous vote.

The board asked staff to confirm contract language and to be aware of non-appropriation and termination risk; staff acknowledged the county may be able to rely on non-appropriation rules if the board later did not appropriate funds for subsequent years, but noted that budgeting prudence is advisable.

The approval authorizes staff to proceed with Sidwell for mapping and website services; staff will move forward with scheduling and contract implementation.
