Council reserves $500,000 for Kedron rink improvements, approves $288,783 dasher purchase and requests engineering analysis

Peachtree City’s council voted to reserve $500,000 for a package of improvements at the Kedron multipurpose rink and separately approved purchasing new dasher walls and glass.

Recreation Director Harold Layton told the council the request would fund several items: closed-cell spray-foam insulation for ceiling and sidewalls to reduce moisture, new scoreboards, structural improvements identified in an engineering report, and replacement rink walls and glass to meet ADA requirements. "We're asking for $500,000 to... insulating the ceiling and sidewalls... purchasing new walls and boards and glass for the facility," Layton said.

Councilmembers pressed staff on structural limits. One council member noted the existing roof is rated at 1 pound per square foot and urged a structural engineer review before significant insulation or enclosure work proceeds. Layton provided estimated weight impacts for closed-cell spray foam: roughly 0.17 pounds per square foot for 1 inch and about 0.5 pounds per square foot for 3 inches.

Council reserved the funds as a project reallocation (not a commitment to install) and then approved a separate cooperative purchase for new dasher walls and glass from Becker Arena Products in the amount of $288,783. The motion to approve the Becker purchase passed by voice vote.

Because insulation alone may not address heat and condensation when walls remain open, the council approved a motion directing staff to obtain quotes and a structural-engineering analysis to determine what would be required to enclose the rink and add HVAC before committing to further interior work. Staff indicated the dasher systems could be disassembled for construction if necessary; procurement follow-up and an engineer report were assigned to Recreation and Purchasing.
