Trustees discussed multiple contractor estimates for the library’s lower-level renovation and agreed to solicit a third quote before deciding how to proceed.
At the June 4 meeting trustees reported two contractor bids that exceeded $50,000 and discussed procurement rules that trigger an RFP at or above that threshold. They examined line items in the estimates and identified plumbing and certain electrical work as potential separable components. Trustees noted plumbing quotes for a utility sink in the range of about $3,800 to $4,800 and discussed whether removing some items from the general quote (for example plumbing or electrical) could bring a bid under the $50,000 RFP threshold.
Trustees also reviewed which renovation elements are eligible under the town's CPA grant (marked by an asterisk in the RFP materials). They concluded that ceiling, walls, painting and flooring are CPA-eligible, while electrical work generally is not. That distinction shaped suggestions to separate the electrical and non-CPA work into discrete contracts or invoices so CPA funds could be used where allowed.
The board agreed to ask contractors for itemized, revised bids and recommended a special trustee meeting to review the full set of quotes alongside the town administrator and facilities manager. Trustees emphasized caution about advancing work before clarifying whether the town could be asked to advance funds and whether contract terms required upfront payments. They asked staff to check procurement counsel and accounting guidance before signing any contract with upfront payment requirements.
No contract was awarded at the meeting. Trustees set a near-term process: (1) request a third, itemized quote with subcontractor input where relevant; (2) evaluate which components fit CPA eligibility; and (3) reconvene a special meeting to decide next steps once full quotes are available.
